Industrial Incentive Solutions (IIS) is an innovative and comprehensive approach to incorporating energy-efficient equipment and technology at large and medium industrial customers in Southern California Edison’s (SCE) service area.

IIS offers incentives on eligible equipment right at the point of sale at participating distributors, and custom technical support and energy efficiency rebates to reduce energy use.

Eligibility & Requirements

Customer Eligibility

  • Annual Electric Demand >200 kW: For each site where savings are calculated, the site must have an annual maximum electric demand greater than 200 kilowatts.
  • SCE Customer: Customers must directly take or receive electricity services from within SCE’s service area.
  • Public Purchase Program Surcharge: Customers must pay the Public Purchase Program Surcharge, which is displayed on utility bills.

Program Requirements

  • No “double-dipping”: No measure, project, nor any customer service account that is part of a project, may use, submit, claim, or receive any rebates, discounts, incentives, or services from any other California Public Utilities Commission or California Energy Commission-directed energy efficiency program. Each measure that is part of a project must be a new measure that was not previously installed.
  • Effective Date: Measures must be purchased or installed after October 1, 2025.

    How is the program funded, and who is eligible?

    Most SCE customers pay a Public Purpose Program (PPP) surcharge as part of their energy bill, which funds energy efficiency programs in California. Many Industrial and Commercial sector SCE customers who pay the PPP surcharge on their energy bill are eligible to participate in IIS. When you participate in IIS, there’s no additional cost – you’re just taking advantage of the money you’ve already invested. This means you’ll never receive an invoice from the IIS program for any of the services you receive from the program.

    Which industrial incentive solution is right for me?
    • Midstream Participation: Industrial equipment distributors, manufacturers, or manufacturer representatives that sell directly to end-users are eligible for this program.
    • Custom/NMEC Participation: Commercial and industrial businesses with maximum annual electricity demand of at least 200 kW in the following industry sectors: Mining, Quarrying, and Oil and Gas Extraction, Utilities, Construction, Manufacturing, Wholesale Trade, Retail Trade, Transportation and Warehousing, Other Services (except Public Administration).
    • Customers must purchase their equipment from a participating distributor in order to receive the incentive.
    What types of equipment are eligible for incentives under this program?

    What is a participating distributor?

    A participating distributor is a supplier of industrial equipment who sells to SCE industrial customers. Participating distributors must enroll by completing a participation agreement form and receiving a program training from the Energy Solutions team. Once enrolled, participating distributors can begin offering eligible customers rebates directly on their customers’ invoices and submitting reimbursement applications to Energy Solutions.     How do I enroll as a participating distributor?

    What is a custom project?
    • A custom project is a pre-approved upgrade, retrofit, or new installation. Incentives are determined by energy project savings. Typically, much larger in scope than a deemed or prescriptive project, custom projects can include a wide range of facilities, equipment, and project types.
    • To complete a custom project, an IIS program engineer will conduct a no-cost site audit to identify projects and help you submit a project application to your utility.
    • After you install the project, we will verify the savings and submit a final report. You’ll get an incentive check in the mail.
    What is the NMEC project pathway?

    Normalized Metered Energy Consumption (NMEC) is a whole-building measurement and verification method that tracks total building energy use at the meter to measure savings and determine incentives. NMEC is used to calculate energy savings from energy efficiency projects by comparing the site’s energy use before and after project installation. You will be paid incentives for the energy you save, even for setpoint adjustments, tune-ups, or other behavioral and operational improvements.

    The NMEC process:

    • An IIS program engineer will conduct a no-cost site audit to identify eligible projects and collect the details needed to establish your baseline energy use, the estimated cost and energy savings, and other necessary data.
    • Before proceeding with any projects, your IIS engineer will work with you to complete an application to your utility, which needs to be approved before you proceed with any projects.
    • After utility and CPUC approval, your IIS engineer will visit your site and conduct a retro-commissioning event to implement the operational and behavioral projects and pay you a one-time incentive for completing that milestone. From there, you have 12 months to purchase and install the other identified projects using your preferred vendors.
    • After the projects are installed and commissioned, your IIS engineer will document the project’s costs and energy savings. You’ll also receive a 50% down payment on your energy-saving incentives based on the expected utility incentive.
    • After the projects have been installed, you’ll collect energy data on the projects for the next 12 months, which we’ll then use to complete a final savings report.
    • After that 12-month period, you will receive the rest of your incentive check based on the final utility-verified project costs and
      energy savings.
    What incentives are available for custom and site-level NMEC?

    IIS offers four types of incentives for custom and site-level NMEC projects:

    • custom low-/no-cost behavioral, retro-commissioning, or operational adjustments/NMEC: up to $0.05/kWh
    • custom capital projects: up to $0.12/kWh
    • electrification: up to $5.00/therm
    • low-GWP refrigerant change-out: up to $225/lb
    What is Gazebo™?

    NMEC participants in IIS will get access to Gazebo, an energy management software platform designed to increase energy savings. Gazebo provides a hub to document projects, track progress, visualize savings, and report results. Rather than battling Excel versioning issues, Gazebo provides a single source of truth to ensure your savings projects stick.
