ETAP was an emerging technology program implemented from 2010-2012 on behalf of California Energy Commission with $5.9 million from the American Recovery and Reinvestment Act.
ETAP accelerated the adoption of three advanced energy efficiency technologies in California.

To achieve this goal ETAP provided:

- Economic feasibility analysis
- Implementation assistance
- Workforce training
More than 100 local government-agencies and public educational institutions took advantage of free ETAP services, which were available from August 2010 through April 2012.
