Jessica leads Energy Solutions’ clean heating programs overseeing TECH Clean California, the largest statewide heat pump program in the country. She has more than 18 years of experience in energy efficiency implementing a broad range of programs in commercial, residential, industrial, agriculture, and EVs and e-bikes. Here expertise spans upstream, midstream, and downstream program designs for IOU’s, publicly owned utilities and federal, state and city governments. Before focusing on energy efficiency, Jessica received a JD Degree from William Mitchell College of Law and is a former attorney.
